The last time
In 2012, voters approved a map by a one-sentence question, 64% to 36%.
The last time Maryland voted on its congressional map, 22 of 24 jurisdictions voted for it. Carroll and Garrett voted against. The question never said the map was contested, or who drew it. It’s happened before.
